Win Htein was born to Hla Tun and Khin Su, on December 24, 1941, in Sel Kone Village, Meiktila, Mandalay Region, Burma. He joined the Tatmadaw shortly after graduating from the military academy with honors in 1959. Following the 1988 Uprising, Tin Oo approached Win Htein and invited him to join the National League for Democracy, where he was assigned to Aung San Suu Kyi’s personal staff.
